Yacht owners and captains planning their itineraries for the upcoming season now have a new reason to consider Montenegro as a strategic stop. Recent regulatory changes have reinstated duty-free fuel for yachts that remain in Montenegrin waters for more than 72 hours, offering a cost-effective refuelling solution in the region.

Where to Access Duty-Free Fuel

The following ports in Montenegro are now providing duty-free fuel services:

  • Porto Montenegro
  • Portonovi
  • Marina Bar

To take advantage of duty-free fuel, yachts must comply with specific requirements:

1. Minimum 72-Hour Stay in Montenegrin Waters

Yachts must remain in Montenegro for at least 72 hours, not including the day of arrival, before they can refuel under the duty-free scheme.

2. Immediate Departure After Refuelling

Once fuelling is complete, yachts must leave Montenegrin waters immediately, as the fuel is intended for use outside of Montenegro.

3. Regulated Return Timing

After refuelling, yachts cannot return to Montenegro immediately. Customs officials will regulate the return period based on the fuel quantity purchased and estimated consumption.

To ensure a smooth process, the following rules must be observed:

1. Agent Requirement

All duty-free fuel transactions must be arranged through an authorised agent. Direct inquiries will be referred to a list of registered agents. To avoid delays, captains should notify their agent well in advance of their refuelling plans.

2. Pricing & Prepayment
  • Fuel prices follow the official government rate.
  • A Fuel Dock Usage Fee applies.
  • Prepayment is required to secure the fuel quantity.
  • Price quotes must be requested at least five days in advance.
