EU Flag Status As an EU member state, a Cyprus-flagged yacht is considered an EU vessel. This provides unrestricted access to EU waters and the ability to benefit from EU trade agreements — a significant advantage for yachts operating across the Mediterranean.
White Listed by Paris and Tokyo MoUs Cyprus is classified on the White List of both the Paris and Tokyo Memoranda of Understanding. Cyprus-flagged vessels face fewer port state control inspections and experience minimal delays when entering and leaving ports worldwide. Cyprus is also excluded from the US Coast Guard’s list of targeted flag states.
Tax Advantages Cyprus offers attractive tax incentives including no income tax on crew wages, no stamp duty on ship mortgages, and access to the Tonnage Tax System for commercial yachts — replacing corporate income tax with a fixed annual fee based on net tonnage.
Low Registration Costs The official Cyprus Registry Maintenance Fee is €300 per year — significantly lower than many other popular jurisdictions. Registration fees are competitive and transparent.
Global Recognition Cyprus has bilateral agreements with 26 countries, through which Cypriot ships receive either national or most-favoured-nation treatment in foreign ports. Cyprus also maintains maritime offices in New York, London, Rotterdam, Piraeus, Brussels and Hamburg.
No Restrictions on Size or Nationality There are no restrictions on the size or length of the vessel, and no limitations on crew nationalities.
Who Can Register Under the Cyprus Flag?
Eligibility is open to:
- Citizens of Cyprus or a company established in Cyprus
- Citizens of the EU or European Economic Area (EEA), or companies registered within the EU/EEA that have appointed an authorised representative in Cyprus or have entrusted management to a Cyprus ship management company
- Corporations registered outside the EU/EEA but controlled by EU citizens, provided they have appointed an authorised representative in Cyprus
Non-European owners may incorporate a Cyprus company, which will either acquire the vessel in its name or bareboat charter it. The vessel’s age must not exceed 35 years at the time of application.
Types of Cyprus Flag Registration
Provisional Registration Valid for six months, renewable once for a further three months. This allows the vessel to operate legally under the Cyprus flag while full documentation is being finalised. Importantly, provisional registration can be completed either in Limassol or abroad through a Cyprus consular officer — meaning the vessel does not need to be physically in Cyprus to get started.
Permanent Registration Must be completed within six to nine months from the date of provisional registration. Applications are submitted to the Registrar of Cyprus Ships at the Shipping Deputy Ministry in Limassol.
Parallel (Bareboat) Registration Allows a foreign-flagged vessel on bareboat charter to a Cyprus shipping company to operate under the Cyprus flag for a period of typically two years, and vice versa.
Can It Be Done Abroad?
Yes. Provisional registration can be effected through a Cyprus diplomatic mission or consular post anywhere in the world. Required documents are submitted to the consular officer, who acts on instructions from the Registrar of Cyprus Ships. Permanent registration, however, must go through the Registrar of Cyprus Ships in Limassol.
Common Issues to Watch Out For
Existing registration: If the yacht is currently registered under another flag, deletion from that registry is usually required before Cyprus registration can proceed. This can cause timing delays — plan ahead.
Ownership structure: The most common source of delays is a misaligned ownership structure. Getting this right from the start is critical.
Legal requirement: Only lawyers licensed by and practising under the Cyprus Bar Association can draft the necessary documentation and carry out the registration transaction. This is not optional — it is a legal requirement.
